Mayor Ken Sim and the ABC Majority Approve ‘Zero Means Zero’ Budget with 0% Property Tax Increase

Vancouver, BC – On November 25, 2025, Mayor Ken Sim and the ABC Majority approved the 2026 Zero Means Zero Budget. This budget delivers a 0% property tax increase while protecting frontline services that residents and businesses rely on.

“This Zero Means Zero budget moves Vancouver in the right direction,” said Mayor Sim. “We are proud to be saving taxpayers money while protecting the services that Vancouverites rely on every day.”

The 2026 budget focuses on public safety and affordability while prioritizing core frontline services, including road and sidewalk maintenance, garbage collection, parks and recreation, and infrastructure renewal. Mayor Ken Sim and the ABC Majority also voted for amendments to freeze user fees for recreation facilities and patio permitting.

“This budget gets us back to basics. We know that it’s possible to find cost savings and efficiencies in a $2.3 billion budget without impacting service levels,” continued Mayor Sim. “Vancouver is proving that local governments can be disciplined and focused while delivering quality frontline services.”

Over the past three years, Mayor Ken Sim and the ABC Majority have worked to right-size the City’s public service and replenish the municipality’s reserves, giving Vancouver a strong financial foundation for the years ahead.

“We have a responsibility to do everything we can to make life affordable for those who live and work in Vancouver,” concluded Sim. “Thanks to these decisions, we are now in a strong financial position to deliver a more effective City Hall and a more affordable Vancouver.”
